Anyone have a Steering rack or EPS motor go bad?

Has anyone had an EPS motor or rack go on a gen 2? What are the symptoms?

I have a noise and steering issue I'm trying to track down on my 09 JCW. There's a creaking noise and sometimes what sounds like the electric motor producing a higher pitch noise. It happens primarily when not moving, I assume the EPS is producing more torque at that point? I just did the tie rods and inspected the rack, it looked clean, and I greased the teeth of the rack. The noise is still around. I can feel the issue in the steering wheel when it happens, just a vibration and small jerk. Any advice on how to pinpoint further?

The entire front suspension was recently refreshed. The steering rack and EPS motor are original with 116k miles on them.
