R50/53 Should I have this?restrictor? in the coolant return line?

Should I have this?restrictor? in the coolant return line?
Doesn't look stock, doesn't show up on RealOEM. Does it serve any function?

Is your car an R50? That may be a bleeder for the the coolant. I think I recall seeing that the R50 has a bleeder in that location in the Bentley manual.

Looks like this hose was cut and plugged..

it flows. the hose from the top of that to the reservoir is removed for the picture

No that is for sure 100% not factory, nor are any of those clamps so someone has been in there changing things up.
I'd just remove it and install the correct hose going from the T to the Coolant tank.
