R57 Rubber Flap Under Front Bumper

Rubber Flap Under Front Bumper

Hi There,

I have a 2011 Cooper S that I bought a few months ago, and there is a rubber flap beneath the bumper and in front of both wheels that keeps coming loose. It's help in place by two plastic pieces that look like chunky thumbtacks. The first time it came loose and was hanging by one of the plastic fasteners, the other fastener was still attached to the flap, so I could just push the fastener back into its hole. This time, it's hanging down again, but the fastener is gone. What is this rubber strip called and what is for? Do I need it? And, is there anywhere to buy the fasteners (whatever they're called) aside from the dealership?

The flap is called "Deflector Lip", and the fasteners are called "Expanding Rivet". They are items 11 and 13 in the diagram below:
