It"s been against the law to modify car and bike exhaust for making them louder for MANY...years, at least here in SoCal. I've had some pretty loud bikes in the last few years, with no problems. Even with splitting lanes in city traffic and siting "next" to a city officer.
Car wise, though it's been a while, some of my past cars have also been semi-obnoxiously loud. Never been hassled by that either. Other things...yea, but the cops just pass over the decibel level.
So now, rather than a fix-it ticket...that I've never received, we get fined... Hmm, well you see my point..?

Another reason not to move to California. The list is already pretty long.
