mini s valve time actuator full of oil?

Hello , I have a 2011 mini Cooper s. N18 engine... I noticed last week that the Valve timing actuator has oil in the electrical connection. It will continue to fill with oil slowly .. as i have cleaned it out 3 times.. Is this normal or is it a bad part. Any help would be great!!!

never seen this before...usually there is a seal inside the actuator to prevent this from happening. It might be time to replace it! Looking at the chalk mark, was it replaced before?
