Arrow points to bolt on drivers side, which is missing on passenger side, is this an adjuster?
Tried to remove to try fitting to other side, it just seemed to keep turning.Thought it would come out, is there more than just the bolt that needs to be replaced?

Those bolts are for adjusting the fit of the headlight so it fits into the headlight trim ring on the hood....they will also adjust the aim of the headlight, but I don't believe that is their primary purpose.
They often freeze up in the bolt....which is captive and mounted in plastic. I've had to cut the bolt head off with a Dremel and then replace the nut (part number 63122752224).
Missing one of the bolts is not an urgent situation.....
Those bolts use a spring loaded "tri-star" washer on all the headlight to body bolts on my 13. The only one that uses a regular washer is the one on the fender.
Since the right drivers side would not budge after turning the bolt quite a bit, I thought I'd ask here.
so yes seems to be spinning? But it is the bolts at fender wheel well side.
