D Stock Is Heat Shield legal

Is Heat Shield legal
Our '13 JCW came with a Titanium heat shield covering the turbo. In addition, the hood scoop is not closed off like our previous '07 R56. Not sure if this is factory but the question is...does any of this need to be changed to stay within the rules of D Street?
