about a week ago, i had 4 tires changed and my alignment done at the same shop. steering wheel shook when it runs over 65 or more mph. took it to same shop i had service, and they fixed the problem in less than 10 minutes. they said they fixed the problem but steering wheel still shakes.
nothing happens on low speed up to 0-50mph.
I have to replace front rotors and brakes. does it matter with shaking?

It shouldn't, I wonder if you've lost or keep losing wheel weights, and the balance on the tires is off.
Normally high speed front end shake is either your balance (or of course bad tires) or possibly bad struts. "Usually" control arm bushings or tie rods would be noticeable other times.

I agree with the wheel balance. It's the simplest solution and also a highly likely thing to happen. Especially since you said it was after the tire shop looked at your car. I would take the car to another shop and see if they can balance the tires for you. If they also say the balance is good then check the other things mentioned above.
It could be an internal fault in a tire....but rare. Take it to a shop that has a Hunter road force balancing machine. Ask to let you see them check the balance on each wheel/tire combination.
I recently had the same problem, and it was because the hubcentric rings were missing, from the last alignment/tire change! Someone had forgotten to put them on after they had powdercoated the wheels. My shimmy / vibration was happening from 45-75mph, but now it's all gone.

All great suggestions thus far. Are you sure that they rebalanced the tires correctly? I'd be curious if any of your wheels are damaged. I'd also check out your axles as those can cause vibration at high speeds if worn/damaged. Be sure to check the lower front control arm bushings and ball joints as well. Shaking of the steering wheel at high speeds is a good indicator that the control arm bushings are worn, the ball joints are worn, or the control arm itself has become bent.
Be sure to check over all of the items I listed above as possible culprits before replacing parts.

Why not just swap front and rear tires? You can even just do one side at a time if you want. It will help isolate which wheel/tire combo if the shake goes away.
If the shake remains, unlikely wheel/tire issue. No cost but time in your driveway.
