When driving on a closed road track, would an experienced and competitive Mni driver want to have DSC on or off? The similar ASR system in my GTI is roughly similar to the ASC which must be turned off on the track.

My best guess is that the Mini's DSC stabilizes the vehicle in everyday casual driving, but is a liability for carving serious turns.. . .

OFF. Definitely Off.

In addition to braking the wheels independently, DSC also kills the engine rpm when it detects slip.

BTW, see this thread to see how the MINIs did against the BMWs at a BMW CCA autocross held out at Bandimere.
