Will these fit on stock rims, suspension, or should I go to 215s.

For a MINI with OEM wheels and suspension your choices are usually-

OEM 205/45-17
or
215/45-17 for better tire selection and a bit taller sidewall.

Any lowering of the suspension will not leave enough clearance for a 225mm wide tire that is taller than OEM tire diameter of about 24.4".
