Black Star Bullet cosmetic damage

So this winter has been rough on my 11 Cooper S. The bumper got hit in January and I had to get it fixed. Because of the cold weather the body shop said I could get it washed for a couple of weeks. After weeks of snow and slush I finally went to the car wash. After, I did a walk around the car just to see if anything was missed and I noticed the back passenger wheel wasn't fully clean. The silver part of the rim on the inside of the wheel was clean but the outer portion of the wheel was dirty still. I tried to scrub at it, but it feels like the dirt is embedded into the wheel. Also it looks like the clear coating is peeling from the rim. I attached a picture of the bottom part of the wheel but it goes around the whole rim. You can see where it's still dirty and where the wheel got clean from the car wash.

I contacted awrs wheel repair to see if they can fix it but it might cost me 150-175 to fix the wheel. I don't know much about this company though so I haven't gone through with it yet.

If anyone knows anything about how to repair this kind of damage/the cost of repairing this or if I can get a rim for cheap that would be much appreciated.

It looks like just clear coat issues to me. They should scuff it and reclear most likely.
