Cold start issue - would warm oil help?

Research suggests that judicious use of an oil pan heater can reduce tailpipe emissions and increase fuel economy enough to just about pay for the electricity, not to mention making starting easier in winter conditions. Would it also help with the cold start issue in the MINI?
