Now I am trying to buy front bumper but the problem is shipping cost is expensive
I check some website USPS $91, Fedex $138, and UPS $150
Do u know which method is the best way?

That's about right.
Key thing is how you insulate / package it.
You'll want to make sure it well packaged so it's not ruined during transport.
Do tell, why are you getting a bumper cover shipped when you could source one locally?

I just had a front bumper shipped in... Shipper wrapped it in plastic, bubble wrapped it, then did two independent layers of cardboard cut and taped to the shape of the bumper. Bumper arrived via UPS with no damage whatsoever. Took 10-15 minutes to unpack it, but I think it would've taken quite a bit to hurt it in there.
Don't know how much it cost to ship (got it off eBay, price included "free" shipping).
As far as why ship... I know I had a heck of a time finding one locally - particularly for what I felt was a reasonable price. You generally can't just go down to the Pick 'n' Pull and find a 2008+ MINI to get parts from.
