Interior/Exterior Installing front license plate bracket?

Installing front license plate bracket?

Ok, so I live in Ohio where they require a front license plate, but I bought my MCC in Pennsylvania where they do not require one.. The picture below came with the car and I believe it is the front license bracket and I was wondering how to install it? I looked on the front bumper and don't see any way of installing it. Anyone have any ideas?

You will have to drill the bumper.... Or buy a "no holes" bracket that uses the tow hook attachment.

hhmm.. Yeah, not to excited about drilling into my bumper.. I'll look into the hole-less bracket solution.
