03 MCS still runs when key is turned off

Kind of a weird problem just started a few days ago. When you turn off the ignition the engine continues to run just as smoothly as when its on..for about 3 seconds ..for the 8 yrs I have owned it the engine has always turned off immediately unlike the last few days. Also the dash lights and needles go a bit wonky on that 3 sec delay..I know in the past when i was in need of a new battery the guages would go wonky on startup,, needles would bounce lights would flash . Next two days I was buying a new battery , which was about a month ago ....so I am ruling out the battery bit....Im stumped
any ideas

Not sure if it helps, but just because a battery is new doesn't rule it out. There may be a charge issue that caused the other battery to go bad and after a month it is showing on the new one. Lots of short trips will often cause charge issues to show up. Long trips tend to keep the battery topped off better.

Does giggling the keys seem to do anything. Ignition seems to be a good place to start too.

Sounds like the switch is failing....
Some electronics safe contact cleaner might help a bit...
Assuming the contacts in the switch are pretty dirty/worn....and it takes a few seconds for the signal (or lack of one) to pass the threshold needed for the computer to recognize the signal...
A quick spray...let it try...try it out...just don't overdoo it!

I'd go with the moving part "ignition switch" as a starting point.
