I may need help with a bodged M7 grill install

I just took "delivery" of a very low mileage '06 MCS (just under 19K). It is PW and has M7 grills installed (all 3). The PO had not mounted a front plate (good for me!) but I do need to install one in Maryland. So I'm going with the Craven Platypus. To mount it I obviously need to get to the tow hook mount point. Well looking over the situation last night, I find that the OEM lower grill is BEHIND the M7...

The PO tells me that a dealer installed his grills, and apparently didn't want to remove the bumper cover , so I'm wondering how screwed up could this be? The middle grill is also, apparently, bodged as well, put on from the front...

I'll post pictures and what not as I work to get this fixed...

At least I'm not loosing any driving time, still don't have the title from the PO, so I can't get it registered...

(One last question, what paint have folks used on the understructures? Just a black Krylon?
