Suspension E-Brake Issue?

E-Brake Issue?

Not sure if this is the right place for this issue, but here goes...

I've noticed that my car gets slightly hung-up before taking off. It feels like there's something holding it up just a little bit, enough to slow it down slightly when (when not accelerating) and enough to halt it very slightly on take off - just needs a slight nudge to break loose and get rolling. Coincidentally, it seems like the e-brake lever has gotten a little looser. Could this be the culprit? And if so, is it an awful idea to drive it anywhere in the interim, not far, but to work tomorrow?

FWIW - I did just have it on an extended drive over the weekend and the pads are fairly new (6 mos)
