New mini owner

Just got a 2003 S and the fog lights don't work. Check fuse, bulbs, all the usual but no luck. Any ideas

does that year have the toggle switch that lights up?
i think the switches just activate a controller elsewhere in the dash.

have a voltmeter?

It says in the user manual to just toggle up or down and it will turn a green light on and the fog lights should come on. I get neither.

Also make sure your hi-beams are not on, as that would turn your fogs off.
