Constant Growling Noise When Running

I have a 2004 Mini Copper S. It has a "growling" noise coming from either the dash or the engine compartment. It starts about 3-5 seconds after the engine is started and stays at the same pitch no matter the rpm of the engine. The car runs fine, the power steering and AC work with no problems. The noise is there even if the AC is off. Over the past couple of months, it has gotten louder and louder to the point it is very annoying. Could it be the LDP pump? Almost sounds like a very loud vibration similar to a diaphragm vibrating. Thanks!

I'm having the same issue with my base 2005... sounds like when the A/C is low on freon or a fan issue but it doesn't matter if the A/C is on or different levels of fan... It's actually more noticable in the cab than outside.

Took it to independent mini shop and it was the power steering fan... hopefully no damage to the power steering pump
