I painted wheels on a previous vehicle and used automotive paint. I found that I did get chipping from rocks etc. Not to talk you out of it, but you may find you have a annual project to touch up/repaint depending on driving conditions.

Ive painted 2 sets with the Duplicolor wheel paint. turned out pretty good overall. No clue on colors though. If I were going that route it'd be professionally done...

Ive also had great luck with VHT wheel paint from Jegs... Forgot i used it once too

it depends on the color of your mini and style of wheel. if your mini is blue i'd color match the wheels (unless its eb, that'd be a big contrast on black) if it is black or grey and you're planning on painting the inner lip blue i'd definitely stick with a glossier darkish royal blue and glossier black. flat black on a glossy blue would be weird. and flat blue would look ugly imo. do a good job prepping (masking/sanding) and make sure to allow enough drying time. put time into it and it'll turn out nice. post pics when you're done goodluck!

I used duplicolor wheel paint. A couple cans of black primer and couple cans of black wheel paint. About $25 for all for.

It all depends on how you prep. The duplicolor paint is made for wheels. You can even add a clear coat for more protection. Painting your Wheels

anondized industrial coatings.

have factory blue anondized chrome with silver ring on my other car, have heard of others using the industrial coating on after market wheels and to refurbish the factory blue chrome.

OP, you should take the wheels to a powdercoater...the finish is more durable and less susceptible to rock chips. Unless you are shooting for a gloss finish. Just a thought
