CLARIFICATION! #5 bent what rule and is disquailfied?
The photo submitted was in violation of the photo contest rules and this was realized after the poll was created. The poll could not be edited to reflect this change because some users had already cast their votes.
#5's shot was taken well before the beginning of this month. The photo was pulled before it had any votes in the poll, so anyone that voted #5 already knew there was no photo for that choice. Thus, no "re-vote".
I voted for #9, primarily because of the quality of the photo. Though others may have more interesting layouts, I think the quality of the photo itself on #9 is the best. After that I like #6's quality. I shall be curious to see if #9 catches up to #14 before the contest is done.

Looking for constructive feedback; is the theme missing in photo 11?
I thought that was pretty good at capturing the theme, sizewise anyway. I'm not too convinced by the colour manipulations though.
I'm quite surprised its not doing better.

Gosh, zero votes!
I can't seem to put my finger on why that photo doesn't get my vote. It is very odd. My head is going "why are those armored vehicles lined up ... next to those line of trees? Why in the world is that MINI squeezed in at an odd angle?" The questions sort of detract from just appreciating the picture.
Then, the hue manipulation (as mentioned above) is also odd. There doesn't seem to be logical reason for lightening and darkening the different parts except to perhaps get some contrast.
Just my thoughts. But hey, I'm no art critic so what do I know.

The building alone would have been a really nice shot.
I think a shot of Coop alone at the right angle sort of emphasizing the lightning bolt would have made for a great "contrast" shot.
I see the theme in the photo, but I think it would have been better if the MINI was pointed in the same direction as the tanks. Now by looking at the angle of the photo I don't know if it would have been possible to get the MINI in that position, but that's just my opinion.

So i decided to think OUTSIDE the box
eh im bias haha
