Disable Day Time Running lights ~ 03'-R53

Can only the dealer disable the DT Running Lights, or is there a way for us to do it ?

I would like to be able to drive with; running lights only/fogs on, but soon as I dis-engage the e-brake, the fogs turn off

?????

I haven't heard of a way besides the dealer, but I'm interested too.
