I have noticed within several European forums talk of "paying" for custom plates. I also was flipping through TOP GEAR magazine, and noticed in the back a company showing available custom plate combinations.
EX: MCS, R53, (on a Ferrari Enzo) Enzo, etc.
It seemed the more custom the plate, the more they figured it "cost" the owner... what exactly were they referring to??

In most of Eurpoe you don't get "custom" plates per-se, you get what they give you but can request certain combinations. Some entrepeneurs buy up likely combos when they're available and pay the tax on them until they can sell 'em for a profit and then transfer the plete to the new owner.
In Germany, Munich plates are very popular w/our crowd because teh 1st 2 letter of the plate (designating the state) are "MI" Then you'll have the tax stickers followed by more letters and numbers in various combos.
MI_:_NI #### is very popular if you can find a way to register teh car in Munich!
Of course if you're in the 'States and just want a Deutsche license plate w/anything up to ~ 10 letters I can get those for ~ 20 Euro...like the ones I sent to Steve and Brad at CMS.
They're real German plates...just no tax stickers. We give them away as farewell gifts over here w/a guy's call sgn or nick name or whatever...
