Fog light on separately

I've seen a picture here where the bottom fog light is on without the rest of the lights being on. Mine is only available when the headlights or parking lights are on. Am I missing something?

It can't be done using the factory fog lights without wiring modifications. I would guess that the car has aftermarket fog lights.

Also, some people mistake the city lights for fog lights on the '07+ gen cars.
