Anyone know what hardware is supposed to come with the M7 splitter? I picked one up used but don't know if I have everything?

This is what I got

2 turn buckles
1 Splitter
4 M6 1.00x20 allen head screws with washers and nuts

Should there be anything else?

The M7 site says
To attach the splitter, the holes are pre-drilled. Use the supplied hardware to attach the splitter
to your front bumper cover.

 

Sounds about right.
