Interior/Exterior Bike Movement on OEM Roof Rack?

What kind of movement are those of you using the OEM roof rack experiencing when carrying your bikes?
I finally loaded mine up this weekend and I get a dis-concerting "forward-to-back" roll of the tires. I can't get those straps on the wheels any tighter.
Is this normal?
