vinyl and chrome~

I did a few searches and found a little info on what I wanted to know, but I still have some questions. I was planning on making my first mod to change the chrome using vinyl since i've read a lot of good results doing so. I do plan on purchasing some this weekend, but when I was checking the grill there was 1 thing that noticed that I didn't see any info about. The bottom grill is hidden behind the license plate frame. Would that require me to actually remove the bumper to gain access to the bottom grill to work on?

Another is the chrome parts on the bumper. Would it be best to use vinyl on those as well? would removing them require taking the bumper off or is it held on by something that can be removable without doing so?

Picture to show which parts i'm talking about. :P
