PS3 racing game featuring MC
I don't have a PS3 but I think GT5 Prologue has it. If not, the full version of GT5 will. I'm planning on buying a PS3 sooner or later as it'll work with my wheel, shifter and pedals but haven't yet.
As far as a more realistic gaming experience in a race-prepped MINI goes, stick with the PC and GTR Evolution. In that simulation, you can run Challenge cars.

In GT5 Prologue, I hear you have to beat all of the races to earn the right to modify cars. But in the short week my friend and I rented it, we never found out. There are no cheats for the game.
I'm hoping that the full version will have modding right away like GT4 did, as well as many cheats for the licenses and money. Cheating?! But how is the game fun then, you ask? Well, the fun part for me is tweaking the various car settings to see how they affect the car on different tracks and improve lap times.

I was just reading about GT5 Prologue- rumor is you have to beat it to mod-which is blah. GT4 has the 02 MC, MCS and MCOne but seems to be unfairly made. In addition, I'm interested only in the HD versions of racing games and it seems GT5 Prologue is the only option. Wanna abuse the HDMI and HDTV. :P
I have GT5P and even once you "beat" the game (beat Class A, B, and C), you can only "mod" it in the sense that you can arbirtrarily change the horsepower, weight, suspension, gearing, etc.
You don't BUY anything to make these changes as it was in the previous GT games... you just turn ***** in the "Quick Tune" section of the pre-race setup.
I'm sure it'll be different in the Full Version of GT5, but for now, it's pretty disappointing... as far as modding goes.
As far as visually, GT5P is absolutely gorgeous on even my 720p TV... and the '06 MINI Cooper S is still a blast to drive.
