Anyway, I think the nanny-socialist state may not be so bad, as long as the uniform issuing the citation is actually a government employee. I don't know about other places, but in CA there are EMTs and paramedics who work for private ambulance companies. I wouldn't want them giving me a ticket.

I believe in some countries ambulance drivers are government employees.
^^Valid points.Regarding cell phone use with hands-free kits the theory is to allow you to use both hands on the steering wheel to aid in avoiding a possible accident.The keyword is "theory" because most people have a hard time multitasking driving and talking on the cell phone and most importantly paying attention to ones surroundings.
Honestly IMO they need to ban ALL cell phone use in all states while driving a vehicle and the person needs to pull off to the side of the road to have any sort of conversation or get further directions to a destination then proceed driving afterwards.

I wouldn't have a problem with limiting cell phone use to very short intervals only. It's pretty easy to follow and see when someone is in a long conversation even on a hands free. Singing and arguing with the radio is just as bad, any behaviour that distracts a driver should warrent a citation or warning!
Remember back to driver's ED classes, hands on the steering wheel, eyes up front, looking into mirror regularly, and so on - nothing has changed!! Safety starts with good driving habits!
Problem is how do you enforce it. California started the hands free law July 1st this year. For the first month hardly saw anyone on the phone but it has steadily increased to about the same levels as it was before. just no enforcement. Also the news interviewed people and just about everyone interviewed said the law would not stop them, they would just lower the phone out of site if the saw a cop. Worst is the law did not specifically include no texting while driving so that is a huge problem as peole are constantly texting. It is either in the works or just passed to include that but same thing, just hold the phone below window level and how do you enforce it. But I agree with an above post, way to much other stuff happens. I see way to many women putting their makup on while driving (how can the end result look good), reading, eating, etc. Oh well, just have to be a more defensive driver.
The hands-free law in NJ seems to have stopped nobody. I have handsfree on mine and use it when I must make or take a call, but let's face it, most calls on the road are unnecessary, and tests show that talking on the phone, handsfree or not, impairs our judgment and reactions times nearly as bad as a few drinks. (Mythbusters, et al)
Looks like the BBC had a slow news day, and hopefully the jerk was arrested for impeding traffic and "road rage" or whatever your term is for it, "roundabout-mad" or something
There is definitely more nanny-state BS in the U.K. with their ubiquitous cameras, and if you ask the tourist towns in Europe the Brits are acting out abroad, when they escape the laws. But that's not evident here. If a crossing guard or ambulance yelled at me in traffic, I would not berate them and then use my car to block them. He should be penalized for that behavior.
