YES, you can order them to BMW-MINI dealer direct, I live in Europe and i have order the arches with side light (for 4 Minis) because we don't have the side light.

show this document (is for a european car) with reference for order:

part 1: 51777157103 & 51777157104
part 6: 51777157105 & 51777157106

So these are the reference number for the arches WITHOUT the side lights?

I was at the local dealer today, ordering the Euro brake lights and the rear fog light. Even the local parts guy working there knew that those two plus the arches are the only noticeable differences. He actually asked me if I wanted to do the arches -- he wanted my American ones!

For those that want to get rid of the reflectors and fill the hole i'd look into marine fillers they can be epoxy based,e.g West System sandable and paintable and comes with several different powders for different applications.Marine stuff is'nt designed to drop out on pot holes, otherwise you sink,Bondo is a joke next to stuff like that

It would be more cost effective to get a set of euro aero kit bumpers with out the holes rather than try and fill the holes on an aero kit.

Most bodyshops wouldnt touch a job like that anyways.
If that bodyshop doesn't think it can be done. My friend's shop does this conversion all the time for BMW customers and did the same thing for another MINI guy I referred him to.
