Electrical Is the PS Fan supposed to be on all the time?

Is the PS Fan supposed to be on all the time?

Just changed the oil today in my 06 MCS, and I inspected the PS fan. I started the car up and noticed that the fan was not spinning, it is not ceased. The power steering works perfectly with no strange noises. Does this fan come on and off?

No. This fan comes on when the radiator fan comes on, and mostly when the radiator fan runs at high speed, which is during high temperatures and the a/c engaged. The little EPS fan only comes on in cases of 'extreme' underhood heat.
