Electrical Power at taillight

Power at taillight

Helped friend install LED taillight bulbs. When done the LED's glowed dimly even though nothing was turned on. Pulled out the meter and had 9.8 volts at the plug between ground and the #1 pin (taillight).

Is there always juice? There shouldn't be. Never seen anything like it.

Any ideas will be most appreciated.
