driving lights switch

OK, I recently installed the Euro parcel shelf. I have the dealer installed driving lights and I had to modify the cutout in the shelf which was too big. No big deal. Now the other night I'm out on the highway and I turn on the driving lights switch and the lights came on independent of the high beams. Now I'm positive that prior to installing the euro shelf the lights worked correctly-high beam only. I'm wondering if the plug which connects to the switch has two positions, one for the lights to work only with high beam and another for those states/countries where they can operate independent of the high beams.
I guess I could just take out the shelf and reconnect the plug but it took me twenty minutes to get those two darned holes lined up the first time I did it. Don't wnnna take it out if this isn't the problem so I'm hoping someone might have some info on this.
