low speed cooling fan stays on after a/c is turned off.

Hello, new to the form. I am having a problem with my rad fan. Low and high speed works fine no problems there. When I start the car from cold turn a/c on all works, low speed fan kicks on and stays on. I then turn a/c off and fan stays on. The only way I can get the fan to turn off is if I shut the car off then turn it back on. I did noticed the power steering fan was not working but that is a blown fuse. Is this the way the fan system should work? Or do I have a relay issue?
