Small Scratch Removal

If I were you, I'd clean the area with some quick detailer, then apply your polish #2 back to it and see if it looks better. It's likely that that polish was just a glaze with fillers and it washed out revealing the scratch again.
Yeah. No intention of sanding again. The thing that gets me, though, is that it appeared virtually gone for about 3 weeks and then suddenly reappeared in full bloom. If it comes back, I will probably just buy a replacement mirror cover, an expensive proposition for what you get, I think.

Heck yeah. As long as there isn't a crease in the paint or paint chipped off, a good PDR guy can make a perfect repair. If it's the rear quarter panel, they might be able to get it from either the tail light area, the wheel well area, or maybe the gas cap area--but I'm not a PDR guy. Kenchan knows this better than I do.
If you need PDR done, I've got a guy that comes to my shop and does superb work....Hmmm is South Orange County in Florida or California??

Great results--but hard to compare when the before and after pix aren't in the same place---original pix are taken to highlight scratches and after pix highlights the reflectivity. The scratches appeared to be pretty light to begin with, glad you were able to get them out successfully! Just keep the dog away cause you probably won't be able to do a second repair in the same place.
