Mini Sticker help

A friend of mine has a Mini with a sticker on the windshield and he'd like to know what it is. The Mini is from the Netherlands if that helps.

It could be a road tax vignette.

I've one on my New Zealand import. They called the annual inspection a "Warrant of Fitness" inspection.
