Front Mud Flaps - Hole Size To Drill?

The upper holes that need to be drilled to install the front mud flaps, what size do I need to drill? I have misplaced my instructions.

Blind rivet hole size should be around 3/16". I would not go larger. I believe the instructions call for 5mm.

I got a set of mud flaps as a hand me down, but it didn't come with any clips or other accessories.

I was reading the instructions and it says I need to throw away some used rivets and use some particular screws and whatnot.

So I'll need to order new rivets, but I don't know what the part number is for that. Does anyone know?

Also, do I REALLY have to drill, or can I just use 3m tape and the plastic rivets?
