I have had a 2006 mini cooper s in British racing green and currently have a 2011 mini cooper s in Spice orange as well as a 2016 mini cooper countryman s all 4.
Love everything about these cars including their quirks.
I have seen these with the decals, MINI hada couple spice orange models with those wheels back in 2011 when they came out with the car tattoo graphics.

Yes, they came out with a bunch of these design and I like you found it with the black webspokes, they also had green seats on some of them. Talk about a rare option.
I have seen it in person in a couple cars, one was driven by corporate MINI personal, another was a dealer demo. Both were spice orange with black webspokes and the tattoos. Another one was on an R58 Cooper S. Talk about rare.
