New to Mini

As mentioned in other posts, I recently had some work done at a local dealer. Before the work and engine problems, my 2008 Mini S Clubman seemed very quick, especially when passing other vehicles. Seemed it had more power. I'm just wondering if anything the dealer did could have caused a power reduction. My biggest question is the retro-fitted turbo heat shield. They installed that during the other repairs. Does the heat shield have any negative effect on power/acceleration? The other repairs were replacing the thermostat and valve cover. Any thoughts?
Can you still feel the turbo kick in?
I had a case where the turbo was moved and the exhaust side was jammed and was not spinning up... hence no turbo spool up, no boost.
