TPMS on 07 Mini S

First Time poster here...I'd like to get my wheels powder coated black and was wondering if I had to get new TPM sensors? Can anyone explain where the system is mounted?

No, it should be fine

TPMS part (that you care about) is the sensor mounted in each wheel. The valve stem you see forms the outer part of it.

Just unscrew the outer retainer nut and slip the whole sensor assembly out from the inside when the tires are dismounted. It is held in place just by that outer stem nut. Keep all the washers assembled as you found them below the nut (inside and outside) to avoid any re assembly mistakes later. Reassemble sensors onto wheels before remounting tires after wheels are refinished. Reset system, assuming pressures may have changed or wheel/sensor positions got mixed up during the work.

Sensor batteries are supposed to last 5-6 years; not replaceable so when they die you need to buy ew sensors. At 2007, you likely have another few years/set of tires to go. Valve stems and trim parts are also available as a piece part(separate from the sensor bodies) if yours are corroded and you want them to look new. Can be found either online or ebay. OEM sensors are Beru's and you want the grey capped stems--cap length is color coded for stem length if you want to maintain OEM stem appearance. There are part numbers for this stuff, but those are the basics.
