Confused

I am trying to figure out where Mini Coopers are manufactured. The V.I.N. starts with W which indicates Germany but i can only find a factory in Oxford England. Just trying to settle a small wager, thanks

Oxford, England factory, MINI is manufactured and owned by BMW VINs note German ownership.
