Headlight adjustment

Is it just me or do the two adjusting screws on the back of a 2002 MC headlight seem to only be moving the high beam? Is there other adjusters or some trick I dont know? Any help will be appreciated. I am ordering the rear seat delete for my MCS, Any body got one already? If so how do you like it? Motor On JC
