Rain Sensor Windshield Wiper Issue

My windshield wiper seems to work fine. The harder the rain, the faster the sweep of the wipers. When stopped at a red light the wipers would usually completely stop. Though once in a while they would occasionally sweep while I waited at the light. So all was good until recently.

If it is raining real hard and the wipers are sweeping at the fastest level, as I stop at a red light, after the light turns green and I start to go, the wipers fail to start up. I've waited as long as I can and I eventually have to press the button to stop the wipers and then press it again to start.

I noticed this problem only happens if the wipers are sweeping at the fastest level when I get to the red light. If its just a moderate rain and the wipers are sweeping at a lower speed when I get to the red light, the wipers sweep very intermittently while idling. And resume working normal when the light turns green and I proceed. I only have the problem when the wipers are going at fastest speed when I have to stop at a light. The wipers fail to start back up. I have to press the stop/start button to turn the wipers off and then back on. This just started to happen.

I have a 2009 Justa. Any thoughts on what I can do to fix?
Thanks,
Finner
