Noisy friction wheel?

My r57 has started making a 'scraping' noise which is most obvious shortly after ignition.

It comes from behind the drivers side wheel (right hand drive car)

After ignition the engine runs fine for a minute or two then there's a scraping noise which lasts for a few seconds then goes off. It then returns for a few more seconds later and goes off again, and so on. I think eventually it keeps going. Could this be a pulley bearing?

Or maybe the friction wheel?

I've attached a video of it

What do you think it could be?

Remove the accessory belt to see if the noise is eliminated.
