It is cosmetic. My non-MINI's don't have that coating and that part often has rust on the surface. The peeling of the protective coating will not interfere with the function of the brakes, IMO.
Mine looks a lot worse than that, and I just got the car. If I take it back to the dealer, can they re-coat them? I've just tried to ignore it, but if it is supposed to look much better than that, I want something done about it.
