Fan question - manual AC

I'm curious as to whether others have had the same experience with the AC fan as I have. I have an '06 MC with manual climate control. Most of the time when I have the fan dial turned to off, I get no to very little air flow through the vents. But occasionally I get significant air flow through the vents with the dial on 0. Anyone else have this problem? If so, was your dealer able to fix it accurately?

Is the fan actually on (audible) with the dial at 0? The system will be in "vent" mode (air flowing freely from the outside) unless you have recirculate turned on (button with the circular arrow).

Is the airflow speed related? If you don't have the HVAC control set to "recirculate", the airflow into the vents with the fan set to "0" will be faster as vehicle speed increases. If you have the fan set to "0" and recirculate on, then the airflow should be the same regardless of vehicle speed.
