At 22k miles, my OEM Dunlop 5000 195.55.16.front tires are skins, and the rears are still ok. I never rotated them...my bad
If I buy 2 new identical replacements should I put the current rears up front? Or should I put the new ones right up front, ride them for 5k, and then buy another pair and put them up front.

Given the limited options you provide, you should put the tires with the best tread (new ones) on the rear and move the old ones to the front. When you have used up the fronts, put new ones on the rear again.
Now “what would I do” if it were me, I would get all new tires and practice fronts crossed to rear rotation (if they were uni-directional tread design) every 3000 to 5000 miles and if they were directional tread, rear to front same side.
