New Owner - Tail lights do not illuminate

Hi All,
I think this may be a stupid question but I'm stumped.
The red tail lights that exist in the same housing as the backup lights(reverse) never illuminate.
I have replaced the bulbs(the old ones looked fine) and tried all scenarios of lights on, brakes on etc but I cannot get these to come on.

Am I missing something? I'm thinking either they are not intended to light up or I have a blown fuse. However I would think that the fuse would also affect the reverse lights but they are working fine.

Any help is appreciated.

Thank you,

Those are the rear fog lights. Unless the car was configured for the rear fog option, those are just decoration and do not illuminate.

Ah, that is interesting. Yeah, I do have front fog lights but did not know that rear was optional.
Thanks for the post.
