You need to have the automatic headlights to get the working washers.

The HID lights were a separate package, and could also be installed at the dealer.

Headlight washers were a $100 (or was it $250?) extra cost option when I purchased my car (I declined.) My car is the same as yours, washers built into the headlights but nothing hooked up. You could order the pump and tubing and install it yourself, but probably requires coding to enable the pump.

According to my window sticker, the automatic headlights and washers were a $250 option. To retrofit, you would need the tubing, pump, washer tank, and a custom harness. The wiring isn't on the car unless they were optioned for it. Conceivably, you could plumb them into the windshield piping, but I'm not sure if the single pump would have enough pressure to operate the headlight washers.
