F55/F56 no stock fog lights

no stock fog lights
ok, got a 2016 4 door hardtop and and I thought the fog lights in the front were in fact fog lights, but alas, they are just the running lights ( this is not an 'S' which i believe does have stick halpgen fog lights.
These running lights and also the front turn signals are in the top half of the lights ...the lower half is not used ......i am assuming that the bottom half is where the fog lights would be .....any simple was to access the bottom halves to make them into fog lights?
